Organization for Economic Cooperation and Development: Member and Partner Countries Adopt Policy Guidelines on Artificial Intelligence

(June 7, 2019) On May 22, 2019, the Organization for Economic Cooperation and Development (OECD) announced that its 36 member countries and six additional partner countries (Argentina, Brazil, Colombia, Costa Rica, Peru, and Romania) had adopted a set of policy guidelines on Artificial Intelligence (AI) recommended by OECD’s governing Council. According to the announcement, the adopted policy guidelines, known as the “OECD Principles on Artificial Intelligence,” are aimed at upholding international standards on the safety, fairness, and trustworthiness of AI systems and guiding governments and other stakeholders in designing and administering AI systems in a manner that makes people’s best interests a priority. The principles are as follows:

AI should benefit people and the planet by driving inclusive growth, sustainable development and well-being.
AI systems should be designed in a way that respects the rule of law, human rights, democratic values and diversity, and they should include appropriate safeguards – for example, enabling human intervention where necessary – to ensure a fair and just society.
There should be transparency and responsible disclosure around AI systems to ensure that people understand when they are engaging with them and can challenge outcomes.
AI systems must function in a robust, secure and safe way throughout their lifetimes, and potential risks should be continually assessed and managed.
Organizations and individuals developing, deploying or operating AI systems should be held accountable for their proper functioning in line with the above principles. ( Id. )

OECD’s digital policy team will work on practical guidelines aimed at implementing these principles in the coming months. ( Id. )
Although not binding, OECD Principles in other areas have been influential in assisting governments to enact national legislation. ( Id. )  For example, the OECD Privacy Guidelines (which set limits on the use and collection of personal data) reportedly underlie a number of privacy laws in the United States, Asia, and Europe. ( Id. )
