Japan, which has a national growth strategy of “Web3,” is attracting attention from around the world. Web3 is expected to be applied in various fields. In the financial field, DeFi (decentralized finance) is trying to evolve traditional finance such as banks and securities, so-called “TradFi”.
What makes DeFi so interesting is that it expands the use of blockchain from moving value to more complex uses in finance. On the other hand, its complexity has also led to difficulties in terms of regulation and diffusion.
In this session, we welcomed various key players and experts related to Web3 and DeFi, including a video dialogue between Juan Benet of Protocol Labs and Akihisa Shiozaki, a member of the House of Representatives who belongs to the LDP Web3PT. I’m going to talk about it.
An event where you can update the latest trends in DeFi in one day, “‘DeFi meets TradFi’-The future of finance changed by Web3” will be held in Tokyo on April 21 (starting at 17:30).

As founder and CEO of Protocol Labs, he has made significant contributions to decentralized web and blockchain technologies. He developed IPFS, a decentralized file system, and Filecoin, an innovative decentralized storage network. In addition, he has built a platform that promotes compliance with laws and regulations and investment in crypto assets with CoinList and SAFT Project. These efforts, also related to decentralized finance (DeFi), are driving the decentralization of the web and the development of internet technology. A computer science graduate from Stanford University, he has a passion for science and technology and is a Web3 visionary who is transforming the web to make it faster, safer and more open.
Mr. Akihisa Shiozaki | Liberal Democratic Party Digital Society Promotion Headquarters Deputy Secretary General Member of the House of Representatives



In 2021, he ran for the 48th general election of the House of Representatives from Ehime 1st Ward and was elected for the first time. During his time as a lawyer, he worked as a partner at Nagashima Ohno & Tsunematsu Law Firm and was involved in resolving crisis cases for many companies and organizations as an expert in the field of crisis management and compliance, and was also active in supporting start-up companies. He was previously named Asia’s Final Outstanding Lawyer in the Compliance category. Currently, he is the secretary general of two project teams, web3PT and AIPT, at the Liberal Democratic Party Digital Society Promotion Headquarters. In February 2023, he was awarded the “Three-Star Congressman/Special Commendation”.
Charles d’Haussy ( Charles Dorsey ) Mr. | dYdX Foundation CEO



CEO of the dYdX Foundation, a non-profit organization aiming to develop the dYdX ecosystem, one of the world’s largest decentralized exchanges. Previously, he was the global head of business development at ConsenSys, which is involved in the development of Metamask. He has also worked as an entrepreneur, fintech start-up executive, and Hong Kong government fintech business, helping over 450 global fintech companies grow in Hong Kong. Named one of the top 50 fintech influencers in Asia in 2018. In 2021, he published his book Block Kong, a collection of interviews with the leaders behind Hong Kong’s blockchain ecosystem. He graduated from Rennes International Business School in France and studied at Sun Yat Sen University in Guangzhou, China. He also studied blockchain business at Be9 London.
Masakazu Kikuchi | Secured Finance AG Founder & CEO



After working as a financial product development manager at a foreign-affiliated securities company, he received a master’s degree in software engineering from Harvard University. He is active as a blockchain engineer at Securitize Japan and was selected for the Tachyon accelerator program sponsored by ConsenSys. He serves as an ETHGlobal hackathon judge. He founded Secured Finance AG, based in Switzerland, to promote the Fixed Income market development project in DeFi. Successfully raised about 520 million yen in half a year after establishment. He is a task force member of the Trusted Web Promotion Council.
Hideaki Kudo | Executive Director, Digital Asset Promotion Office, Nomura Holdings, Inc.



Executive Director, Digital Asset Promotion Office, Nomura Holdings, Inc. After obtaining his doctorate, he has been engaged in research at domestic and international research institutes. Since 2007, he has been engaged in research analysis, analytics, quants, and stock management for Japanese and foreign equities at Nomura Asset Management. Since 2019, he has been in charge of security token business development at Nomura Holdings. Currently in charge of business development for digital assets in general, including crypto assets.
Mr. Yuji Kawata | Chief Researcher, Mitsubishi Research Institute, Inc.



Joined Mitsubishi Research Institute in 2007. He was seconded to the Bank of Japan from 2016 to 2018 after engaging in earnings risk assessment work for domestic financial institutions. He is involved in the joint research project “Project Stella” on blockchain technology with the European Central Bank. He will be employed by the Financial Services Agency from 2020 to March 2023. He has been involved in international negotiations on crypto assets and stablecoins at the Financial Stability Board (FSB) and the Financial Action Task Force (FATF).
Masafumi Masuda | Attorney-at-Law, Partner, Mori Hamada & Matsumoto



Lawyer with science background. He has consistently worked in the IT field, and from 2018 to 2020 he was in charge of drafting blockchain-related revision laws as a specialist in the Financial Services Agency. As a leading expert in the field of Web3, he has participated in many public conferences such as the Liberal Democratic Party web3PT, the Ministry of Economy, Trade and Industry Web3 Creator Economy Research Group, the Ministry of Internal Affairs and Communications Web3 Metaverse Research Group, and the Cabinet Office Metaverse Public-Private Partnership Conference. He has co-edited “NFT textbook” (Asahi Shimbun Publishing), supervised “I asked Mr. Masafumi Masuda about Web3, NFT, Metaverse that I can not hear now” (Gakken) and many other books.
